In the article “Texas Illegally Excluded Thousands from
Special Education, Federal Officials Say” Brian M. Rosenthal discusses the
special education program and how the Texas education system has been illegally
excluding children from the program. He talks about a letter from federal officials
to the state about the problem and that they should fix it. Rosenthal states “Texas
state officials had denied for months that any child had been inappropriately
kept out of special education.” Providing a quote afterwards. He goes on to
provide more statements from Texas officials. Later an federal review prompted
an investigation by a newspaper providing proof of the exultation of students
in the special education program due to the “target”. This resulted the repeal
